If you're so desparete then why be difficult?

So apparently my chances of getting into APL right now are pretty slim. I talked to someone at bible study last night that is friends with someone in human resources and said that they are cutting back on hiring new people for a while. So now here we go again searching for other places to apply to.
Some people have been telling me to try applying to government jobs since I am so close to DC. People said now that "baby boomers" are starting to retire that there are tons of openings there.
This however is an extremly difficult task. They have many different websites all with similar information, but not all the information needed to find job openings. I found one website called http://www.makingthedifference.org which explains why there are job openings and what agencies they are in. However, you cannot just apply to these agencies and talk to a representative to see where you would fit on. Oh no, they send you to a totally different site called USAjobs.gov which is a government version of Monster.com where almost all federal listings are. Now they tell you on the site that you can just fill in your resume there and then submit it, this is not the case however.
first off, it is EXTREMLY difficult trying to find a job because they only have very detailed, specific jobs listed, you can't just apply for an agency, first you have to find the specific job amoung there thousands of listings. Then, when you hit the how to apply tab. You get sent to a totally different website where you must complete a profile/resume for that specific organization exactly like the one you just filed on USAjobs. And then you have to search using the specific listing ID given in the USAjobs listing on their website in order to apply to it. And did I mention that they only support Internet Explorer and I am a mozilla user?
In other words, it is freakin' hard and complicated to apply to a single agency. No wonder they have no many spots, people can't figure out where the crap to apply to.

And so the job search continues for who knows how long...
